The Maine Department of Labor is now hiring for a Program Manager, Employment and Training to provide program oversight of the Jobs for Veterans State Grant (JVSG).

This is professional services work of a managerial nature in planning, developing, implementing, and assessing the success of statewide employment and training services for veterans. Responsibilities include recommending program design, policies and procedures in compliance with laws, regulations and guidance, negotiating annual performance standards, monitoring quality and outcomes of services, establishing continuous improvement measures, providing technical assistance on veteran service requirements, and building collaborative relationships with veteran partner organizations and agencies.

This position is based at the Department of Labor’s Employment Services’ central office in Augusta, Maine. Frequent in-state and occasional out-of-state travel will be required and reimbursed according to state policies at the time of travel.

The successful candidate must successfully complete an online-virtual or in-person training through the National Veterans Training Institute in Dallas, Texas within six months of employment.

Knowledge, Skills and Abilities that are essential for success in the position:

The successful candidate will have effective verbal and written communication skills, the ability to facilitate group discussions with diverse partners, and ability to assemble, analyze and present information to small and large groups. They will demonstrate solid teamwork skills, strong analytic skills, the ability to exercise independent judgment and work under strict timelines.

Minimum qualifications:

An eight (8) year combination of education and/or experience demonstrating progressively responsible experience in developing and administering employment and training programs.

In addition, federal funding requirements require the successful candidate be a qualified service-connected disabled veteran, a qualified eligible veteran, or other qualified eligible persons as defined by Title 38, USC, Chapter 41 Section 4104.c.

The successful candidate must successfully complete an online-virtual or in-person training through the National Veterans Training Institute in Dallas, Texas within six months of employment or when public health conditions allow.

Preference will be given to those applicants demonstrating:

  • Grant management,
  • Community outreach,
  • Leadership/supervision,
  • Analytical skills,
  • Program and staff monitoring, and
  • Microsoft Word, Excel, PowerPoint and Outlook, and virtual platforms.
