JOB DESCRIPTION:
The primary purpose of this position is to oversee and ensure procurement rules are followed with the management of Extended Learning Opportunities (ELO)/Career Exploration grants maintained by the ELO team, and to conduct monitoring of allowable uses of those funds by SAUs, CBOs, schools, and service providers to ensure the intent and purpose of the federal regulations are being met with fidelity. Works collaboratively with the Extended Learning Coordinator and with the Workforce Development and Innovative Pathways team and DOE staff to achieve ELO program goals, fiscal monitoring and compliance. Implements fiscal grant monitoring and risk assessment processes and activities. Extracts and analyzes grant and related data for quality assurance to facilitate data reporting requirements as well as provide relevant and responsive technical assistance to the field. Additionally, assist in the analysis and communication of data.
KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to gather and organize financial reporting information to consider and implement solutions and modifications to invoice processing procedure.
- Ability to synthesize and analyze data and communicate information effectively.
- Ability to apply knowledge of theories, working concepts and methods to analyze, evaluate and develop improvements to grant programs and practices as they apply in practice to accounting, finance and budget matters.
- Ability to apply State and Federal accounting practices, financial and budgetary procedures and systems, legislative processes as they impact grant programs and program funding.
- Knowledge and utilization of various State procurement management systems with the ability to implemental technical assistance and professional development to fiscal management Team and Department staff.
- Ability to effectively interact and comply with the organizational and staffing structures of Maine DOE, DAFS, State Audit, Division of Purchases, and the Legislature.
- Knowledge and ability to manage and monitor federal and state funding streams in compliance with state and federal requirements. Implement and utilize data systems to respond to requests for financial data related to LEAs and schools through the provision of technical assistance and guidance.
- Ability to organize, develop and analyze financial databases and electronic reporting systems to perform direct database manipulations to correct errors, perform updates and maintain effective and efficient operation of the system.
- Knowledge of State of Maine contract development procedures, protocols and requirements.
- Knowledge of State of Maine RFP development, implementation and evaluation procedures and protocols.
- Ability to apply and facilitate group dynamics and exemplary interpersonal skills.
- Ability to communicate effectively about finance and finance issues with other finance professionals.
- Implements training and technical assistance to Maine DOE and SAU staff regarding financial processes and procedures and contract execution process.
- Ability to use digital communications and information management systems (i.e. all current Microsoft office suite products including Outlook, Word, Excel, Zoom.)
- Ability to use Office 365 Share Point, OneDrive. and Grants4ME.
MINIMUM QUALIFICATIONS
Eight years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.
